Docs - Using git and pre-commit hooks in Dev Spaces

Documentation needs to be included that shows how to clone, commit and push to Git within Red Hat OpenShift Dev Spaces. Additionally, how pre-commit hooks can be configured.

• These docs should live under the "docs" folder and be formatted in markdown.
• Already published and official documentation should not be repeated but instead referenced.
• It should be assumed that the OCP cluster is 4.20+
