Docs - Build and publish Ansible Collection within Dev Spaces

Documentation needs to be included that shows how to build and publish (push) an Ansible Collection within Red Hat OpenShift Dev Spaces.

• These docs should live under the "docs" folder and be formatted in markdown.
• Already published and official documentation should not be repeated but instead referenced.
• It should be assumed that the OCP cluster is 4.20+
