Auto-merge OpenAPI spec and generated code when there are no breaking changes

I think we could have a config which allows for auto-merging of OpenAPI documents under certain conditions.

Mainly, if the spec contains no breaking changes, it could be auto-merged.

This can be enabled/disabled per service using a new config value.
