Login dialog appears during creation process despite active authentication

Users who have already successfully authenticated (RH SSO) are incorrectly prompted to log in again when initiating the "Create new" developer sandbox resource.

Steps to Reproduce

1. Sign in with RH SSO to use RH authentication
2. Navigate to Settings:Resources and create new developer sandbox resource.
3. Observe that the Login/Authentication dialog pops up.
