The Latest Stable VS Code 1.116 shows this onboarding window on launch:

"workbench.welcomePage.experimentalOnboarding": false helps so far.

I have the same issue when using VS Code 1.116. Perhaps we can surface the VS Code args --skip-welcome as well as --skip-sessions-welcome added in https://github.com/microsoft/vscode/pull/298392/changes. Or default these to be true such that consumers can upgrade to latest vscode-extension-tester and it will work out of the box.

It appears Microsoft has addressed this with VS Code 1.117 https://code.visualstudio.com/updates/v1_117. I no longer see the new modal above.

Edit: It seems they added it back in 1.118 and therefore the bug is back:
