Reveal previously opened log view for 'Follow Component's Log' command

Rather than always creating new view for when 'Follow Component's Log' command executed, the extension should reveal the view created for the same component. Depending on the current state of the view (streaming or not streaming) it should ether rebuild the view or just reveal it.
