During startup, OpenShift Terminal becomes focused, switching the user away from other windows

To reproduce:

1. Open VS Code with VS Code OpenShift installed, and ensure the OpenShift terminal is focused
2. Close VS Code
3. Reopen VS Code
4. Quickly switch to another window
5. Wait a few seconds for VS Code OpenShift to finish initialization

Expected: the other window remains focused
Actual: VS Code becomes focused

Not sure if this is a VS Code bug or a bug with our extension. Maybe this is Linux specific. Maybe this is Gnome specific.
