Create a Vale style to check for Mod Docs rules

In this issue about creating a checklist for Mod Docs sprouted a conversation where @jhradilek describes a new Vale Style for Mod Docs that he is working on.

@rolfedh I'd be happy to and when I am done, I'd be happy to work on making it part of the Vale at Red Hat project, but similarly to that project, I am not a member of the project on GitHub and do not have permissions to reassign issues.
