Update SPECcpu2017 package requirements to add libnsl for RHEL 10

The SPECcpu2017 installer requires libnsl.so.1 which isn't installed by default in RHEL 10. Add this to the list of packages so the installer works cleanly.

Moving this to redhat-performance/speccpu2017-wrapper since wrapper dependencies are tracked within the wrapper repositories now.
