Make visible the laws that didn't pass

For now they are "visible" in https://www.lafabriquedelaloi.fr/api/logs-encours/ and https://www.lafabriquedelaloi.fr/api/logs/

But on the front-page for example, you can't search for them and see an error message that they didn't pass and the same for "latest promulgated laws", it could show also the laws that didn't pass

For example, they could have a reddish background to show they didn't pass if they are on the front-page.

Also, when a law "en cours" is failling, it will continue showing the old version that parsed well, there could be a warning added to make it clear that it's currently failed.

ex: with a check to "api/logs-encours" dynamically when loading the dosleg
