Permissions problem? #3
Description
I am unable to access /index.php?option=com_civicrm&task=civicrm/public_mailings_list as an unregistered user on my site (Joomla 3.8.2, civi 5.2.1). I have confirmed that "CiviMail: view public CiviMail content" is Allowed for Public users. I am able to access the URL when logged in as an Administrator.
