The terminal should not be collapsed for new Remix Users

If you are new to Remix - while it is good to get as much info as you can from the Hometab, removing the terminal seems like too much. A new user would take quite awhile to understand what would happen if they click the toggle bottom panel button.

Describe the solution you'd like
I think the terminal for new users should be present - maybe a bit taller than just the console - so they can drag it and see that there is more there.

Additionally the tooltip on the toggle button should be updated to "Toggle Terminal Panel"

Or are we saying that the terminal feedback is becoming less important. But if so then the pathway to the debugger needs to be updated.

Terminal appears automatically when a log is shown in terminal.

Toggle Bottom panel more clearly says that a panel will appear on the bottom.

We can still discuss it.
