[feature]: vite-plus support

• Replace esbuild with oxc for faster code transformation.
• Create a new vite-plus repo with a basic setup and SSR/CSR modes.

I believe the base support for Vite+ will land with #14876. Once that lands then we'd probably want to add a new template to https://github.com/remix-run/react-router-templates
