Recently moved IIS hosted site no longer shows "create new page" when 404

This worked flawlessly on my local machine, but after migrating the files as-is to the DEV server, when clicking on links of non-existent wiki pages, we get the default IIS 404 page. Same for the error code 5xx pages like the Unknown authentication strategy "jwt" page.
