The issues section is STRICTLY for project management and for use BY PROJECT MAINTAINERS ONLY.
Any issue created by other users will be DELETED without notice.
Why?
Because letting anyone create issues becomes a nightmare to manage, as it gets flooded with users asking for support or reporting bugs that are not bugs but misconfigurations or misunderstandings. Use the Discussions section instead, which is better suited for that.
If a discussion is deemed to require a relevant issue to be created, it will be converted to an issue BY A PROJECT MAINTAINER. Again, converting a discussion to an issue by any other user will result in the issue to be DELETED without notice.
