Implement a configuration setting to choose the active languages in a RERO ILS instance

### How it works

Currently, multiple languages are available in the base code but the active languages in an ILS install are harcoded and it is not easy to change it without modifying the code.

### Improvement suggestion

Allow a sysadmin to edit a config to decide which languages are used by a RERO ILS install.
