Allow time cursor dependent queries in the dataframe view

The data frame view's query is geared toward being equivalent to the dataframe api's query.
However, in the context of the viewer, it would often be useful to control the time range similar to VisibleTimeRange dependent on an relative offset to the Viewer's time cursor
