Newcomer channel can become clogged with past user's failures

Currently, at least in the RS discord, it can be awhile before the newcomer channel gets cleared of messages from users who've failed the test multiple times and either gone idle, or left the server. Old messages should probably be checked for and cleared every so often, to avoid new users being met with failure messages from old users' attempts before seeing the rules.
