Change code and settings related to patternfly-react-seed

Huge overhaul; long-term goal with no set due dates.

Base code comes from the patternfly-react-seed repo. If this dashboard becomes widely-used, work should be done to either:

1. Create code from scratch referencing existing code, or
2. Replace all references to the seed app (including GitHub labels and issue types).
