   A CONTRIBUTING.md already exists in the repo, but it is the upstream redhat-developer/rhdh-plugins version (~700+ lines covering changesets, plugin migration, npm publishing, etc.) — none of which applies to this playground fork. The fix is to replace its contents with the short, playground-specific version described in the acceptance criteria.

   Proposed test case

   Verify:
   - CONTRIBUTING.md exists at repository root
   - File is under 40 lines
   - Contains a short intro referencing rhdh-parasol playground
   - Describes fork-or-branch-off-main workflow
   - States PRs must include a description of what changed and why
   - States issues should be linked from the PR when one exists
   - No CI or tooling configuration is added
