Add unit tests

I'd like to do some work on position ambiguity but I'd be much more comfortable if there were some unit tests. These would also assist AI tools.

I'm happy to add these but before I do so could I check that you'd be willing to consider accepting a pull request with these tests, of course conditional on them being acceptable quality.

I would specifically want tests that exercise functions involved in location and velocity encoding to compare their output with independently computed test vectors based on the specification. Ideally I would use published test vectors but I'm not sure if these exist. The alternative would be to generate the test vectors carefully by hand or extract from another well tested implementation. This would give me confidence that changes I make won't break anything and that the new code is correct.

And yes, any AI assisted code will be carefully reviewed. To this end would you be amenable to an AGENTS.md/CLADE.md to keep AI agents on track? I have a starting point for my own use but it would be great to commit this so others can be use of it and contribute.
