The plic/eclic interrupt controller cannot be automatically switched

Currently, when using qemu, the elf file is still passed through -kernel or -bios to specify whether the evalsoc uses the eclic or plic interrupt controller, which cannot achieve the effect of automatic switching.

For example, when executing certain cases of Nuclei-sdk, it is necessary to notify qemu to pass elf using the -bios option through an additional XLCFG_PLIC =1.

Take demo_clint_timer as an example, the normal compilation and execution situation is as follows:

However, if XLCFG_PLIC is not enabled during compilation and execution, and QEMU is instructed to use -kernel to pass the ELF file, the case will not function properly.
