If the trTeInstStelEna is configured as 1 (the hart is stalled if trace encoder cannot send a message), is it allowed for the trace encoder to drop the message ?
When the trace encoder cannot send messages, the hart must respond to interrupts even if it is stalled, which will inevitably cause packet loss.

In certain extreme cases, for instance, when the core has already entered the interrupt response state and is about to jump to the interrupt handler entry address, the corresponding trace message might not yet be ready due to hardware design constraints. If the trace were to trigger a core stall at this point, forcing the core to wait and recording this trace message would result in prohibitively high hardware implementation costs. Therefore, could the design be modified to simply discard the interrupt trace message instead?
