Coordinate different Help areas

Currently we have 2 Lists Help areas:
a) https://lists.riseup.net/www/help/
and 
b) https://riseup.net/lists

For most cases I prefer (a). 

Due to #641 source for that Help is unknown.

And we will have to decide for what we need (b) and how we can avoid double work.
