Update android to support 16KB page size

According to the new provisions made by Google Play developers regarding https://developer.android.com/16kb-page-size, has this been followed up for the native Android SDK?

I encountered a warning during the development process in Android Studio when Gradle detected librive_android libs as follows:

Android 16 KB Alignment

APK app-production-debug.apk is not compatible with 16 KB devices. 
Some libraries have LOAD segments not aligned at 16 KB boundaries:

lib/arm64-v8a/libc++_shared.so
lib/arm64-v8a/librive-android.so

Starting November 1st, 2025, all new apps and updates to existing apps submitted to Google Play and targeting Android 15+ devices must support 16 KB page sizes. For more information about compatibility with 16 KB devices, visit developer.android.com/16kb-page-size.

Hi @roiskhoiron. This appears to be a duplicate of #374. We resolved this in 9.13.0. Can you verify which version you are using? If your version is less than this, please bump.

I confirmed that this issue was resolved with the latest Bump Version Rive!
