parallel subagents are launching one at a time instead of multiple instances at once during implementation

I am unsure if this is by design or if the commands address this, but I notice that it is significantly less likely that claude will spin up multiple agents in parallel when using these commands. Even correcting it mid conversation sometimes does not work.
