(refget suite) Add support to skip particular tests on servers that do not support the corresponding features.

Some tests are done for features that may not be supported by all refget servers (circular sequences, support for sha512 identifiers, etc.). These tests should be skipped when running the suite on such servers. Generally, only RELEVANT tests should be done for a particular server.
