Consider tensorflow tag, guide to cuda versions #33
Description
Default cuda image builds on pytorch base image. Consider adding tensorflow tag building on tensorflow.
Also improve docs regarding CUDA tags in Jupyter. (i.e. that only pytorch tags support regular builds across a range of cuda versions, note python version, ubuntu version, cuda version).
