Failure on rrdtool and epel after only incidental package installs completed

Greetings,

Migrate failed on CentOS Stream 8 to RockyLinux 8 with the following messages, it might be nice to add the ability to use the flags suggested by the rpm error output and try again instead of just exiting and never being able to run the migration again nor update the system without restoring from a backup.

The only rpms installed/removed before the failure were incidental.
