What needs to be done
- Add paymentAmountMultiplier and scope as CHECKFIELDS
- So that these questions can be part of the XLS form, but they will not be created as new fields in 121
- Review rest of code to check if this is indeed the only thing that needs to be updated
- Test if it works correctly
Acceptance Criteria
- paymentAmountMultiplier and scope can be part of the XLS form and "create program" functionality in 121 works correctly
