Feature request: possibility to send notifications only for unknown persons

I'd like to send a Telegram notification and e-mail (possible using a webhook) just in case there is a person detected who is not known by face.

I didn't find such a possibility. There is not an event for unknown face and also for motion event there is no face information, so I can not chain conditions in the webhook.

Events for unknown faces are published now since #1408 so the webhook should be able to pick it up.

The Telegram component sadly hardcodes the events it listens to. I am planning to rewrite the notifier components so they all have the flexibility of the webhook at some point
