Restoring mon quorum should warn if the mon is in probing state

Not all probing state mon is a "good" mon. i think this project should clarify the specific scenario that restore from a probing state mon.

Since the mon may not be healthy for restoring the quorum if in probing state, we should warn the user so they are aware of the state before they continue.
