Add `queue.php` config file

I would love the acorn package to include the queue.php config file and be able to publish it like the other configs. wp acorn publish:vendor --tag=acorn-configs.

It should already be doing that, what version of Acorn are you on?

Nope it doesn't... I use the latest, version 6.2.0
