Feature request: `pdf_underlay_stamp()`

* The `qpdf` command-line supports both adding overlays and underlays to a pdf file but the `qpdf` R package currently only has `pdf_overlay_stamp()` and does not have a corresponding `pdf_underlay_stamp()`: https://qpdf.readthedocs.io/en/stable/cli.html#overlay-underlay
