First stable release

Using this thread to track the road to first stable (1.0.0) release.
This stable version is a re-write under the RMF2 program.
Please note that the following timeline is not aligned with the rest of the RMF2 module releases.

Here are some of the plans and key milestones

0.3.x

• Alpha1 release - Mid July
• Alpha2 release - Mid Aug

main will be renamed to 0.2.x, develop/v1 will be re-named to main.

0.4.x

• Beta1 release - Oct (Before ROSCon)
