deadman_buttons configuration is not optional

We wanted to use a joystick without deadman switch, but removing the configuration "deadman_buttons" is not possible (the joy_teleop node crashes during startup).

It would be nice to allow configuration without the deadman_buttons.

Btw, for simple teleop twist navigation, this package might be a vaible alternative : https://github.com/ros2/teleop_twist_joy

This is also impacting me. deadman_buttons should be optional
