this is because the packages are not yet distributed yet, means if we do source build, this works without any problems like below.

i believe that you do package installation, correct? in that case, we need to wait it out the packages provided by ros/pluginlib#165 (kilted, jazzy and humble backport have been completed already) to be distributed.
