Make install-jsdeps.sh work on Windows

• I have searched for duplicate or closed issues
• I can recreate the issue with all plugins disabled

Describe the issue

How to execute install-jsdeps.sh on a Windows local machine? I am unable to download the dependencies inside jsdeps.json because I need to pull the master code locally for building and modifying the skin.

This is a PHP script so you could run it as php bin/install-jsdeps.sh. However it uses which command as well as curl or wget, and rm, and mv. So, it probably will not work. A pull request that fixes this would be appreciated.
