This has been discussed at some length at #4016, and while there still are open questions, we want to make this a trackable ticket at this point:
I'll admit naively thinking that the move to systemd would make the related scriptlets fewer and simpler, but instead the number of scriptlets has like doubled to deal with presets and whatnot. We really, really want file triggers to be usable and used for these things instead of having a gazillion little scriptlets in all those packages.
This will be an "epic" ticket for the overall topic, with sub-tickets to track individual change requirements as they are identified.
