rfpkg needs to implement pre-push-check

On a newly created module:
rfpkg clone nonfree/obs-studio-plugin-distroav
cd obs-studio-plugin-distroav
#HACK
 git push
Source file (or tarball) 'DistroAV-6.1.1.tar.gz' wasn't uploaded to the lookaside cache. Push operation was cancelled.
Hint: this check (.git/hooks/pre-push script) can be bypassed by adding the argument '--no-verify' argument to the push command.

It seems rfpkg needs to implement pre-push-check adapted to our lookaside cache pattern/URL

git push runs rfpkg pre-push-check commithash and rfpkg pre-push-check do the check in right lookaside cache

last line add by me shows that

Can you do the testing when a new update occurs ? Just verify to do a new clone (with rfpkg clone free/) of a existing package so that the .git/hooks/pre-push is present.
