Add helm support for profiles - specifically for enforced settings.

## Description

We should add support for enforced settings in,

https://docs.posit.co/ide/server-pro/admin/positron_sessions/user_settings.html#enforced-settings

This is supported through,
* `/etc/rstudio/profiles`
* That file can include links to other files.
* This should be mounted into the workbench container (not the session).
