Capture handler doesn't return error when device access is prompted

I have seen a change in the behaviour of the media acquisition process for this plugin on the callback for .capture function.

In the past this was the behaviour :

1. A new caller enters the website
2. The access media prompt appears in chrome
3. The user doesnt accept
4. Error parameter is populated with cannot access camera string and stream parameter is empty object

Current behavior :

1. A new caller enters the website
2. The access media prompt appears in chrome
3. The user doesnt accept
4. Error parameter is not populated (is undefined) and stream parameter is empty object

Is this an intended behaviour? Should stream never be returned as empty object perhaps?
