configure target platform

In Eclipse under Window->Preferences:

Open Plug-in Devlopment->Target Platform
Add
Select "Nothing"
Select tab "Locations"
Click "Add"
Select the directory with the extracted scm tools
Click "Finish"
Select the new platform to be active
