Migrate hosting to CERN's gitlab Instance

The website is hosted on a CERN server, but not through a CERN-managed service. The plan is to mirror the docs repository to CERN Gitlab instance along with the Rucio Website as part of rucio/rucio.github.io#75. Both of the Websites hosting would be then managed by CERN.
