Suggestion: Adding release notes / changelogs for different releases

Idea from @dchristidis - it could be useful to add some notes to Helm chart releases (particularly when we have a lot of smaller changes on a chart, e.g. this chart https://github.com/rucio/helm-charts/releases/tag/rucio-server-36.0.10 which reached x.x.10 - it could also be worth following semver more closely and incrementing the minor version instead of the patch version when appropriate)
