Use FTs to switch TEST status of endpoint in CRIC #153

As discussed in devops 2025-02-18 could we use the FT results to switch the status of the ddm endpoints in CRIC. There is already a TEST status available for use. It would need some algorithms analogous to the HC PFT switching back and forth. These can be quite conservative to avoid false alarms and flip-flopping.
Only FTs should be submitted when an RSE is in TEST status. In this way it can be set online again.
Motivation
Primary motivation is to allow brokerage to PQs with 1 or more remote RSEs attached. Panda would not broker jobs with inputs on an RSE in TEST status, see ATLASPANDA-1231.
It also makes sense to stop submitting doomed transfer requests to FTS when the src or dst is in TEST status.
The TEST status switching will trigger a mail to the site/cloud to alert of the problem, whilst automatically reducing the impact.
