Add transfer monitoring section with DDM Dashboard links

Description

Add a dedicated transfer monitoring section to the rule page that provides direct links to relevant DDM (Data Distribution Management) Dashboards. This will help users monitor transfer progress and troubleshoot issues more effectively.

Current Behavior

• No direct links to DDM dashboards from rule page
• Users must manually navigate to monitoring tools
• Context switching between WebUI and monitoring dashboards

Proposed Solution

• Add a new "Transfer Monitoring" section to rule page
• Include contextual links to DDM dashboards
• Pass relevant parameters (rule ID, DID, RSE) to dashboard URLs
• Consider embedding dashboard widgets if feasible

Implementation Details

1. Design new Transfer Monitoring section UI
2. Implement dynamic URL generation for DDM dashboard links
3. Include relevant context parameters in URLs:
   • Rule ID
   • Source and destination RSEs
   • DID information
   • Time range
4. Add icons or visual indicators for different dashboard types
5. Consider adding quick stats preview if API available
6. Ensure links open in new tabs/windows

Acceptance Criteria

• Transfer Monitoring section visible on rule page
• Links to DDM dashboards are contextual and pre-filtered
• Links include all relevant parameters
• Section has clear visual hierarchy
• Documentation explains available dashboards
• Links work for different rule types and states
