add `llamactl init` to boostrap a deployment scaffold

It would be helpful to have a command that prepares a local folder with the basics of a deployment: the deployment file, the source tree structure, etc...

The command might be interactive, something like cookiecutter (we could also use cookiecutter directly as a library)
