Overview of the Issue

I noticed in the request to be added to CNCF (cncf/sandbox#60) a link to the Code of Conduct: https://github.com/runatlantis/atlantis/blob/main/CODE_OF_CONDUCT.md. This includes a section "Enforcement" https://github.com/runatlantis/atlantis/blob/main/CODE_OF_CONDUCT.md#enforcement, which instructs a user to reach out to @lkysow on Atlantis Slack. With Luke indicating he intends to step away from atlantis #3686 (comment) this should be updated in one way or another.
