Kingdom of Miscellania: Overlay doesn't show when arriving via sea

This never worked since Sailing launch. I was actually waiting to see if anyone would raise.

When arriving to Etceteria via boat, the plugin does not work.

Steps to test:

1. Take a boat and arrive at Etceteria.
2. Go past the pier, the Area music starts to play. There will be no Overlay regarding your Kingdom stats.
3. Use the Spirit tree to go somewhere and then back to Etceteria.
4. The Overlay shows up as intended.
